The difference between Citizens and Inhabitants

There are not crystal upgrade limits. Both Citizens and Inhabitants can upgrade crystals without limits based only on books level.
Inhabitant gets 2 WS each level
Inhabitants until 30th level can create only Nom (not Dem and Polis), can pay no more than 50% of taxes and cannot upgrade Guild buildings (mirror, anvil more than 1st level)
When inhabitant get 30th experience level those limitations are deleted
Inhabitants cannot create spell to increase troops summoning speed
